MONTEREY SELECT BOARD MEETING AGENDA

5:30 – 6pm:  
  • Approve 1/17/12 minutes
  • Sign response to the AG re: open meeting law complaint filed by J. Sylbert
  • Discuss changing Select Board meeting time
  • Approve executive session minutes from 3/8/10, 12/13/10 & 5/23/11
  • Review request from Environment Massachusetts to help with a campaign to increase the use of solar energy in the state
  • MIIA 2yr guarantee proposal offer
  • Review MEMA Statewide Public Safety Mutual Aid Law (GL c.40 §4J) and vote on whether to adopt
  • Review correspondence from MassDOT with regards to RT 23 project file # 605798
  • FY13 budget requests; to be reviewed with the Finance Committee in Feb.
  • Follow up on misc bylaws approved at 2011, 2010 & 2009 town meetings and the AG’s response; Linda Thorpe to provide reports/AG approvals to the Board
  • Administrative items; write correspondence, review mail, review weekly employee reports, etc.
  • Review and amend Personnel Policy/Employee Handbook; Select Board has copy to review and approve if acceptable
6 - 7pm:  Vote to go into Executive Session: Employees, Finance Committee; collective bargaining/contract negotiations with nonunion personnel

7pm:  Select Board meeting will close to allow the Southern Berkshire Regional School Committee to hold their hearing to discuss the advisability of closing the three outlying elementary buildings (South Egremont, New Marlborough and Monterey

    1.  Town Report Section – update

         a.  Update COA bylaw to read more clearly
    3.  Revise alarm bylaws; Chief Backhaus will supply the Board with a draft proposal, Board would like  Shawn Tryon, Fire Chief to review as well and submit suggestions

Schedule & host an emergency management meeting.

Bringing back “I Love Monterey Day”
5.
Items/Articles for next town meeting warrant:
*Installing central a/c in town offices
*Finish basement
6.
Waiting on a response from WMH Committee re: schedule of their plans for the municipal use of the Wilson McLaughlin House with the stages of construction as well as a timetable of their fundraising goals (7/18)

Massachusetts General Laws Chapter 39 § 23C:  Regulation of participation by public in open meetings.  No person shall address a public meeting of a governmental body without permission of the presiding officer at such meeting, and all persons shall, at the request of such presiding officer, be silent. If, after warning from the presiding officer, a person persists in disorderly behavior, said officer may order him/her to withdraw from the meeting, and, if he/she does not withdraw, may order a constable.
